There can be a remarkable amount of difference between the way people think and behave in different countries. One can often note radical differences when one goes from one culture to another. For example, Americans living in Latin America often comment about how noisy that culture is. Latins love their music. I have heard that when one is trying to sleep he often has to contend with the loud music of some party going on at 3:00 AM in the morning. In a video on China a Westerner who lives there commented that in movie theaters the Chinese show remarkable lack of consideration for the people around them. They are noisy, talk on their cell phones, etc. In both Latin America and in China I am sure people are very polite and well mannered when you meet them. Yet in some circumstances they can be quite inconsiderate toward others.
